Windows does not detect a Ram but CPU-Z and other programs do

Hello, let me tell you, I have a laptop which came with a 3GB DDR4 Ram at 800mhz and recently I opened my slightly older laptop which is also 3GB DDR4 but at 1333mhz, so when I put it in it works at 800mhz, but my The problem is that when I put it on, windows tells me that I have only 4GB installed and when I open HWiNFO or CPU-Z it tells me that I have 8GB but that only 1 space is working. What I think is the possible problem is that the Ram that my laptop came with has a voltage of 1.35V and the one that I placed that in theory is not working because that is 1.50V. I know that the 1.35V can reach 1.50V because that is the maximum it can withstand, so I wanted to know how I could increase the voltage in the BIOS since it has many technicalities and I do not know the parameters that I should change
My components are the following:
Motherboard: Packard Bell ENTE69_BH
Chipset: Intel Broadwell-U PCH-LP (Base)
PS: I can't upload the 800mhz to 1333mhz because the maximum allowed is 800mhz

Hello good,
I need to put a piece of information, your windows is 32 or 64 bits, because 32-bit systems do not support more than 4GB in that case it's time to switch to a 64-bit version.

Hello thanks for answering, my windows is 64 bits, so I don't know what I could do :(

Hello,
Have you tried cleaning the RAM contacts with an eraser? Old trick of mine that sometimes works.

How much memory do you have assigned to the GPU in BIOS?
