Is there a performance difference between a new NVIDIA RTX 2080 Ti and a used one for mining?

Currently cryptocurrency mining is on everyone's lips due to the shortage of graphics. NVIDIA has even had to take action by limiting GeForce graphics to prevent them from being used for mining. YouTube channel Testing Gamers has compared a new RTX 2080 Ti to one used for cryptocurrency mining.

According to the Testing Gamers channel, the NVIDIA RTX 2080 Ti would have been used for a year and a half for mining. What is not specified is whether it has been operating with stock frequencies and voltage. It is stated that the thermal pads have not been replaced, so predictably the thermal paste neither.
What is most striking is that the RTX 2080 Ti used for mining works at a different frequency than the new one. We can see that the one used for mining works at 1.815MHz and the new one works at 1.920MHz. Both graphics have been tested in Cyberpunk 2077, Red Dead Redemption 2, Battlefield V, and Forza Horizon 4.
