The RX 590 GME is sandwiched between the RX 580 and the RX 590. The assemblers may have cut performance to clean up the stock of graphics cards that would cost them to sell.

The RX 590 GME maintains the 2304 Stream Processors, so it will most likely keep the 30nm Polaris 14 XT silicon. Regarding the frequencies, it would depend on each assembler. ASRock offers a Boost frequency of 1413MHz, XFX offers a Boost frequency of 1460MHz and Sapphire offers a Boost frequency of 1440MHz.
Creating a new graphics card for the Asian market makes a lot of sense, as it is a huge market. This market tends to demand solutions that perform well as an extremely tight price. We may never see these graphics cards in the West, as with the RX 5500 and RX 5600, these graphics are meaningless.
To give us an idea, there are three versions of the RX 580. We have the RX 580 with a Boost frequency of 1340MHz. The RX 580G is a minimally tuned version with a 1330MHz Boost frequency. Finally we have the RX 580 OEM that offers a boost frequency of 1266MHz.
