This restriction also affects family members of these sanctioned individuals, as well as all residents of the sanctioned countries, which are basically Crimea, Cuba, Iran, North Korea and Syria. The restrictions affect the "children, spouses, parents, brothers and sisters" of the sanctioned individuals.

According to RBC, 'one of the Russian participants' of the ICO, as well as a 'senior manager of a venture fund considering the possibility of participating' in these ICOs, would have confirmed this.

Telegram hopes to raise a whopping 3.000 million dollars, a figure to finance its blockchain technology, which would be close to being achieved, but what is more or less known for sure is that they have exceeded the figure of 1.600 million dollars.
