WoW Shadowlands does not come out this October 23 because it has been delayed. Blizzard will allow you to download a pre-patch with some content of the expansion from day 13.
WoW Shadowlands is on track to be one of the biggest releases of the year. The most ambitious expansion to date for World of Warcraft, it even requires an SSD as a minimum requirement . But the wait won't end this September; it has been delayed.

In a recent message from Blizzard, the delay for WoW Shadowlands has been announced. But its delay does not appear to be more than two months. The expansion is still on track for this year, according to Blizzard. It is still on track to be released in 2020 but the WoW Shadowlands expansion will not be released this October as planned.
Apparently, they still need to make several relatively significant changes based on feedback from users who have had access to an early version of WoW Shadowlands. Added to this are the organizational and speed challenges that come with working remotely from home.
In the meantime, starting October 13, they'll release the Shadowlands pre-patch, which lays much of the foundation for expansion. It includes a new character level upgrade, the new player experience in Exile's Reach, and a host of new character customization options. And as the launch of Shadowlands approaches, there will be an event where we can defend Azeroth against a resurgence of The Scourge.
